The Fonds Quebecis de la Research manages the well-known canadian Scholarship program PBEEE for Ministère de l’Éducation, de l’Enseignement supérieur (MEES).
The full name of the PBEEE program is Programme de Bourses d’Excellence pour Étudiant.e.s Étrangers (PBEEE). The program aims to deliver monetary aid to international students who want to do their master’s and Ph. D.s at Quebec University. Applications are accepted from all over the world.
International Students who applied and have been accepted to study at Quebec University can apply for this scholarship. This also includes PhD or research students in Quebec University.
PDEEE Scholarship benefits.
- Postdoctoral Fellowships: $35,000 for a single year, non-renewable (V2, 2B, 2I).
- Short-Term Research or Professional Development Stays (V3, 3B, 3I, 3IS, 3W): $3,000 per month for up to four months, not renewable.
- You will get a Master’s Research Scholarship (VM) of up to$20,000 for two years.
- Doctoral Research Scholarships (V1, 1B, 1I, 1IS, 1W): $25,000 annually for a maximum of three years, with a potential one-year extension ($1,000 per month extra).
Brief Description of the Scholarship
PBEEE scholarship scheme awards a lot of scholarships to international students who want to study at various levels from master’s to PhD programs.

Also, all international students selected will get;
- Exemption from increasing tuition rates.
- Insurance plan provided by the Quebec Health Insurance Plan
Who qualifies for the PBEEE Scholarship?
- Research students doing their masters(VM)
- must be enrolled in a master’s program that emphasizes research and culminates in a thesis.
- must have finished their master’s program no more than three full-time sessions, or a full year, by May 1, 2025.
- Doctoral Researchers (V1, 1B, 1I, 1IS, 1W)
- must be in their doctoral program throughout the first nine semesters.
- The eligibility duration is reduced by all doctorate terms previously completed.
- Postdoctoral Fellowships (V2, 2B, 2I)
- Doctorate must be earned within the last two years, or the candidate must submit their thesis by January 15, 2025.
- The doctorate-granting institution must not be the same as the location of the postdoctoral research.
- Short-Term Research or Professional Development Stays (V3, 3B, 3I, 3IS, 3W)
- for scholars and students who have recently finished their doctorates within the previous five years.
- The applicant’s current educational institution must not be the site of the stay.
Applicants are expected to submit the following information;
- A copy of a current passport or other proof of citizenship.
- A confirmation of eligibility letter from the unit director.
- Two recommendation letters.
- Certified transcripts and diplomas from recent schooling.
- Evidence of ongoing enrollment, if any, in a study program.
Application deadline;
The application deadline is November 1, 2024.
Application procedure;
- Institutional Preselection: The ESP evaluates the applications and sends the names of the selected candidates to the FRQNT by September 13, 2024.
- University Preselection: Departments must preselect candidates and submit their applications to the Bureau des bourses (ESP) by August 7, 2024.
- Final Selection: The FRQNT invites the selected candidates to complete and submit the final application by November 1, 2024. Results will be announced in April 2025.
